Department Mission
Under the Department of Commerce, the mission of the Division of Employment Security is to administer the unemployment insurance system for the state of North Carolina by delivering efficient, effective and quality service.
Description of Work
The Quality Control Unit is responsible for evaluating and providing analysis of the quality, accuracy and timeliness of the N.C. Division of Employment Security's (DES) unemployment insurance benefits and tax operations to support continuous improvement of the program.
Benefits
Quality Control Investigators help evaluate DES's administration of unemployment insurance benefits according to U.S. Department of Labor Benefits Accuracy Measurement program standards. To evaluate the quality, accuracy, and timeliness of unemployment benefit operations, Quality Control Investigators are responsible for:

Conducting audits of randomly selected unemployment insurance claims to detect and correct improper benefit payments according to U.S. Department of Labor standards.

Examining, collecting, and interpreting accounting records, payroll data, and separation information from employers to determine correctness of unemployment benefit payments or denials.

Contacting claimants, employers, and third-party agencies to examine payroll information, personnel records, and job applications to verify compliance with unemployment insurance eligibility requirements.Â

Examining agency records to determine if correct procedures were followed during the claims process by the Statewide Workforce Agency (SWA) and employers according to state and federal guidelines and procedures.

Analyzing the data gathered in the investigation, summarizing data in a written format, coding the case data into the unit database, and making recommendations for the disposition of claim issues, including fraud.Â

Compiling, monitoring and auditing various financial systems and/or program information for accuracy and compliance with state and federal guidelines and regulations. Â Draw conclusions and prepare audit findings in clear and concise manner orally and in writing.
This position can sit either in Mecklenburg County, NC or Wake County, NC.
The work schedule for this position is Monday-Friday. This position requires travel, to include some overnight travel and work non-standard hours.Applicants who possess the following qualifications may receive management preference:Â

Knowledge of laws, regulations, and procedures associated with administering unemployment insurance, payroll, or other wage-like insurance benefits.

Knowledge of generally accepted accounting principles and auditing standards.Â

Extensive Unemployment Insurance (UI) claims knowledge to include but not limited to: claims taking, detailed Dynamic Fact Finder (DFF) processing, interpretation of adjudicated determinations and some level of experience processing Extended Benefits (EB) and Disaster Unemployment Assistance (DUA) claims.Â

Demonstrated work experience applying investigative techniques.
