Perform quality control/assurance (QC/QA) and assist in safety oversight of the Building Operations Support (BOS) team, including the mechanical, electrical, and plumbing (MEP), site maintenance and custodial subcontractors, vendors, and Indefinite Delivery/Indefinite Quantity (IDIQ) project contractors. This position ensures compliance with the contract Performance Work Statement and

Performance Requirements Summary. The responsible individual inspects work and materials and develops quality reports to confirm and document proper project completions, demonstrate innovation and problem solving, and continuously drive improvements.

Primary Duties

  • Independently conduct quality inspections/reviews, internal audits, and investigations to include QC/QA and safety of subcontractors and vendors (e.g., MEP work, elevator and escalator maintenance, security doors, turnstiles and gates, roadway maintenance, etc.), grounds, carpentry work, and IDIQ projects.
  • Utilize Maximo, a computerized maintenance management system (CMMS), for QC documentation. Attend training and quickly become a proficient user of the software features and capabilities.
  • Independently write reports clearly and accurately so issues are easily understood by both a technical and non-technical audience.
  • Oversee  project quality control plan for IDIQ projects by executing submittal review process, three phase control system, material inspection, QA/QC/safety inspections and documentation.  
  • Participate in internal quality assessments/investigations; analyze trends, evaluate the status of programs and recommend improvements.
  • Assist in the monthly inspection of fire extinguishers, eye wash stations, emergency showers, and environmental tours; assist in the investigation of incidents and activities as directed; research contract referenced compliance documents.
  • Provide quality recommendations to management on best business practices to improve performance and increase customer satisfaction.

Additional Responsibilities

  • Drive continual quality improvement in a facilities management service environment by recommending process improvements.
  • Assist in the quality assurance and quality control in functional areas and participate in Leadership Walkthroughs/Open Forums.
  • Apply solid working knowledge of ISO 9001:2015 to help ensure SSI at the Mark Center maintains its certification.
  • Utilize Maximo, a computerized maintenance management system (CMMS) for reporting inspections/audit findings.
  • Respond to unforeseen programmatic situations needing an initial response and assessment. Transpose handwritten notes into electronic form.
  • Perform other duties as assigned by supervisor or designated individual.
  • Participate in all other training required by funding source(s) and ServiceSource.

Qualifications: Education, Experience, and Certification(s)

  • US citizen or permanent resident with minimum 3 years of residency status in US.  
  • Ability to clear government employment background check.
  • High school diploma or General Educational Development (GED) required. Bachelor of Science degree preferred.
  • Five (5) or more years of experience in construction quality control of commercial/industrial projects or quality control/assurance inspections in facility management services with emphasis on building mechanical, electrical systems (e.g., boilers, chillers, power systems, fuel oil system, emergency power, lighting system, power system, chilled water and heating hot water systems, etc.), and masonry or carpenting required.
  • Building trades qualifications with eight (8) or more years of experience may be substituted for bachelor’s degree, preferred.
  • Experience maintaining and repairing building mechanical systems and/or electrical systems is highly preferred (e.g., experience as a boiler and refrigeration technician); experience in facility maintenance/management highly preferred.
  • Thorough knowledge of construction materials and processes required.
  • Experience in hazard identification and safety compliance required.
  • Project management experience and construction safety experience; practical experience preferred.
  • Possess or willing to obtain CQM (Construction Quality Management) certification from USACE (US Army Corps of Engineers).
  • Experience with USACE CQM three-phase control system preferred.
  • Experience with USACE EM 385-1-1 or OSHA 10/30 in general industry or construction preferred.

Knowledge, Skills, and Abilities

  • Must have training and experience performing inspections and audits in facility management services or construction.
  • Experience in quality assurance and control; experience ensuring workers comply with safety standards (construction or facility services).
  • Working knowledge of ISO 9001.
  • Knowledge of OSHA regulations. Obtain and maintain OSHA 10 and OSHA 30.
  • Organizational skills (e.g., ability to organize paper and/or electronic records so they are easily retrievable); ability to manage multiple diverse projects at once, establish new processes, track and monitor progress and establish systems for doing so
  • Ability to read blueprints and drawings.
  • Ability to analyze complex documents such as spreadsheets and procedure manuals; proficiency in Microsoft Office Suite (e.g., Word (including tables), Excel (including pivot tables), and PowerPoint, scheduling meetings and events within MS Outlook), creating charts, graphs and tables with the ability to analyze and draw conclusions from them.
  • Ability to become a proficient user of the software features and capabilities of Quality Management System software,
  • Analytical skills with an attention to detail is essential.
