1. Perform Project Management functions on an individual or a series of tasks within the
lifecycle of a TO or contract (i.e., inception to closeout/turnover).
2. Input and manage project data in the NASA TO management system (project tracking
system) from the point of receipt of an electronic work request (EWR) to the development
of a request for proposal, award as a fixed price TO, through to closure and completion.
3. Provide weekly status on assigned projects via the electronic project tracking system.
4. Directly support NASA COR.
5. Self-assign and self-perform required actions to successfully facilitate TOs or contracts in
their entirety, per the direction set forth by the NASA COR.
6. Perform detailed TO formation and administration including:
a) Translate the requirements into a Statement of Work (SOW) for an RFP, perform an
Independent Government Cost Estimate (IGCE), and identify customer funding upon
assignment to a project initiated by an electronic work request (EWR), and associated
Requirements Documentation Agreement (RDA).
b) Maintain proficiency in the most current Unit Price Book (UPB) by RSMeans
Costworks including the following list of cost data publications: Assemblies and Cost
Data, Building Construction Cost Data, Concrete and Masonry Cost Data, Electrical
Cost Data, Heavy Construction Cost Data, Interior Cost Data, Mechanical Cost Data,
Plumbing Cost Data, Site Work & Landscape Cost Data, Square Foot Costs,
Commercial Renovation Cost Data, Facilities Construction Cost Data, and Facilities
Maintenance & Repair Cost Data.
c) Coordinate with the customers on TO requirements and need dates.
d) Support NASA technical evaluations of NASA contractor proposals and task plans.
e) Support pre-bid activities (including contractor pre-bid walk down) of projects as
required.
f) Support design/implementation reviews and provide integrated response from the
NASA O&M engineering and user community.
g) Process RFI and Change Orders through the NASA CO.
h) Verify work completion to support invoice payments and provide project inspections.
i) Provide tracking and distribution support for shop drawings and other submittals.
Maintain a shop drawing log and maintain shop drawing records as official
Government contract files.
j) Assemble shop drawings/data submittals and prepare Design Release Authorizations
(DRAs) for release into the Engineering Documentation Center (EDC).
k) Prepare and submit O&M and real property turnover documentation (KSC Form 21
136, Turnover of O&M and/or Sustaining Engineering Responsibility for KSC
Facilities, Systems, and Equipment; NASA Form 1046, Real Property Transfer and/or
Notification of Acceptance of Accountability of RP; and Form DD 1149, Equipment
l) Provide cost and schedule analysis in support of contractor pay requests, invoice
verification and cost claims.
m) Review the project schedule and schedule of value updates with the Construction
Manager monthly.
n) Gather input from contractor and supporting team toward generation of project
milestones.
o) Provide project status updates in the project tracking system on a weekly basis.
p) Schedule and ensure O&M support of Activation and Validation tests. Coordinate
O&M shop support in support of NASA contractor activities including outages and
activation of assigned FSEU and witnessing acceptance testing of protective systems
(specifically fire alarm and fire suppression systems).
q) Coordinate and lead the resolution of project-related problems through direct interaction
with NASA COR.
r) Thoroughly investigate issues encountered onsite during project execution and generates
technical responses for Government approval.
s) Ensure proper relationships are established and maintained between customers, teaming
partners, and contractors to facilitate the delivery of construction services.
t) Identify and initiate requests for support task orders from base prime contractors (e.g.,
SOCS, NEMCON, AEGIS) in support of NASA fixed price contracts.
u) Gather input on deliverable items from NASA fixed price contractors, (i.e., safety plans,
environmental plans, security plans, certifications) and communicate compliance
information and readiness to the appropriate NASA COR.
v) Work under a flexible work schedule. Coordinate and cooperate with project work
schedules including instances of shift and weekend work to support limited access
outages. KSC construction contractor's workday will typically be limited to first shift
7:00 A.M. to 3:30 P.M., Monday through Friday. Due to the nature of the work being
supported, flex time is occasionally needed to support outage-driven, off-shift
requirements or other instances where the construction contractor has gained NASA
approval for proposed change in typical work periods
