Position Summary

The Program Manager manages a cadre of Course Instructors and oversees the delivery of high-quality training at the United States Department of State’s (DOS) National Foreign Affairs Training Center (NFATC), ensuring U.S. foreign affairs professionals are equipped with critical strategic, national security, regional, political, economic, and sociocultural knowledge to advance U.S. interests worldwide.

Essential Duties And Responsibilities

  • Ensure that Course Instructors meet and/or electronically communicate with the Course Chairs prior to and upon completion of courses to discuss arrival times and any other essential course administrative information which may include pre-course meetings, afterhour discussion of course activity and student course evaluations.
  • Review courses taught by contracted Course Instructors, monitor Course Instructor preparation and performance, and make recommendations for improvement, as needed, incorporating student course evaluations.
  • Ensure that Course Instructors have a working computer that is loaded with and able to run all presentations as well as any needed virtual teaching platforms.
  • Be available during NFATC’s core hours of 10:00 am to 3:00 pm EST, Monday through Friday, except Federal holidays or when the Government facility is closed for administrative reasons.
  • Be physically present at NFATC no less than twice a week during planning phases and up to five days a week during week-long in-person courses.

Qualifications, Knowledge And Skill Required

  • Bachelor’s degree from an accredited university.
  • Minimum five (5) years of experience managing a federal contract or six (6) plus years of progressively increasing management responsibilities within a government agency setting.
  • Demonstrated experience in an educational or training context with an emphasis on adult learning.
  • Excellent verbal and written communication skills in English.
  • Proficiency using Microsoft Office Suite programs sufficient to perform assigned duties.
  • Demonstrated leadership skills and experience to coordinate with various organizational stakeholder CORs /ACORs/GTMs.
  • Ability to discern priorities.
  • Ability to multi-task and deal with time constraints effectively.

Highly Desired Qualifications, Knowledge And Skills

  • Project Management Professional (PMP) Certification.
  • Prior experience working with Foreign Affairs agencies (e.g., Department of State, USAID, and Intelligence agencies).
  • Specific knowledge of embassy operations overseas, understanding of a global workforce, and cross-cultural understanding living and/or working outside of the United States.

Physical And Environmental Requirements

  • May be required to use computer screen for extensive periods of time.
  • Extended working hours may be required.
  • Occasional lifting of 15 to 20 lbs.
  • Travel may be necessary.
