Summary
This position is in the District of Columbia Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents.
This position is within the Marketplace, Innovation, Policy and Operations (MIPO) Division, Small Business Health Options Program (SHOP) team, which is responsible for providing case management services to small businesses seeking to provide health and dental insurance to their employees via qualified health insurance plans sold through DC Health Benefit Exchange’s online marketplace, dchealthlink.com The Program Analysis Officer supports the Strategic Business Manager in managing the team.
The Program Analysis Officer is responsible for overseeing account managers assisting small businesses and their employees as they explore coverage options in the marketplace, including assisting them in resolving technical issues that impact enrollment.
Duties And Responsibilities
Develops and oversees implementation of policies and procedures surrounding DC Health Link individual eligibility and enrollment processes. Develops policies and procedures for DC Health Link Contact Center. Evaluates policies for the purpose of improving the efficiency and effectiveness of the individual eligibility and enrollment program and the Contact Center.
Conducts extensive research and provides oral or written detailed advice to the Program Manager with respect to recommendations, proposed actions, alternative actions, and hypothetical situations. Presents critical observations, findings and recommendations on proposed changes in government policies, operation and legislation. Manages, monitors and administers project activities. Develops, modifies, or provides input to project plans. Implements plans to meet objectives/timeliness. Evaluates progress on projects and makes or develops significant adjustments to project plans as required. Identifies problems; determines accuracy and relevance of information, using sound judgment to generate and evaluate alternatives; and makes recommendations.
Oversees staff who works directly with the Contact Center on emergent issues impacting DC Health Link consumers. Supervises, directs and manages staff to accomplish goals that may involve interdivisional work, particularly with the DC Health Link Contact Center. Monitors progress and effectiveness of the assignments and projects.
Qualifications And Education
Specialized Experience
– Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Duration of Appointment:
This is an at-will Manager Supervisory Service (MSS) position.
Position Destination:
This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
