Job Summary

This position is located in the Department of Employment Services (DOES), Office of Customer Experience. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.

This position is the Customer Service Officer (CSO) which oversees the Office of Customer Experience (OCE). OCE manages the Unemployment Insurance Program, Paid Family Leave, Office of Youth Program and General inquiries Call Centers, and the Agency’s various front desks at multiple locations.

Duties And Responsibilities

Plans, organizes, develops, and implements a comprehensive program analysis program for the Department of Employment Services. Develops long-range plans, goals, and objectives. The work involves identifying and developing ways to resolve management problems and improve the effectiveness of management decisions. Collects, interprets and analyzes data which are specific and unique to the Chief Economist’s directives. Performs analysis which includes identifying key trends in the labor market, recent developments or issues, and opportunities, unemployment insurance and labor market projections. Conducts research to identify best practices in workforce development and other job/employment services.

Designs and conducts evaluation of program performance and strategies to accomplish an integrated, comprehensive review and analysis of several previously analyzed independent issues including district and federal program requirements; identify gaps and issues; communicates information and makes recommendations to management for effective evaluation of program operations and milestones; incorporates findings in advisory reports. Supports in the administration of the agency’s workforce information database. Ensures that the labor market information data is regularly updated in the database and that the staff are getting adequate trainings to be able to use the database. Ensures collection and dissemination of essential workforce and labor market information data to a range of customer groups.

Qualifications And Education

Individual must possess at least one (1) year of specialized experience equivalent to the MS-13 grade level. Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Mastery of District laws, rules, codes, and regulations governing local and federal Paid Family Leave laws, procedures, policies and services, or any other public benefits program.

Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm

Operating Status: In-Person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Pay Plan, Series, and Grade: MS-343-14

Duration of Appointment: Management Supervisory Service “At-Will”

MSS At-Will Statement: All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Promotion Potential: No known promotion potential

Area of Consideration: Open to the public

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
