About The Role
We are seeking a highly motivated and experienced Director level
Project Manager
to lead the
Head Start Information and Communications Services (HSICC) contract
. This role requires a strategic thinker and hands-on leader who can oversee complex federal programs, manage multi-disciplinary teams, and ensure the seamless delivery of high-quality services to the Office of Head Start.
The Director, Project Management, will serve as the primary liaison with the federal project officer, oversee project deliverables, manage budgets, and foster innovation in service delivery. This is a leadership role where you’ll directly contribute to advancing Head Start’s mission of supporting children, families, and communities nationwide.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. Compensation
The salary range for this role is $165,000 – $175,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities

Provide overall leadership, direction, and oversight for the HSICC contract, ensuring timely and successful delivery of all services and deliverables.

Serve as the primary point of contact with the federal project officer and key stakeholders.

Manage a team of technical, communications, and operations staff, including direct supervision of senior leads.

Oversee contract budget, expenditures, and financial reporting, ensuring compliance with federal requirements.

Monitor performance, evaluate program outcomes, and implement process improvements to increase efficiency and impact.

Lead strategic planning, problem-solving, and risk management efforts for the contract.

Build and maintain effective partnerships with federal clients, subcontractors, and community organizations.

Ensure all project communications, reports, and deliverables are accurate, on time, and aligned with client expectations.

Other relevant duties as assigned, as trained and qualified to perform
Qualifications

Bachelor’s degree in Business Administration, Public Administration, Communications, or a related field (Master’s degree preferred).

At least 10 years of experience in project or program management, with at least 5 years managing large-scale federal contracts.

Demonstrated success overseeing contracts of $20M+ in value, including budget management and compliance.

Strong leadership skills with experience supervising multi-disciplinary teams.

Proven track record in contract negotiation, proposal development, and client relationship management.

Excellent communication, presentation, and organizational skills.

Knowledge of Head Start programs, early childhood initiatives, or federal education/health programs strongly preferred.
