Main Purpose of Job

This position is responsible for supervising DPSCS In-Service training and In-Service training staff. This position is responsible for ensuring all In-Service staff are adhering to current policy standards, training standards, audit standards and safety practices. This position requires an extensive knowledge of, and the ability to teach correctional procedures, as well as efficient training practices. This position provides expert training oversight for all in-service programs, instructors and students. This position ensures all in-service training is conducted within the standards set forth in COMAR and by the MD Police & Correctional Training Commissions (MPCTC). This position coordinates and provides guidance to the Regional Training Supervisors in the assessment, design, delivery, implementation and evaluation of in-service training.

POSITION DUTIES

  • Coordinates with the Regional Training Supervisors on the assessment, design, development, delivery and evaluation of In-Service training to ensure it is conducted in accordance with COMAR and DPSCS mandates.
  • Responsible for supervision and oversight of the Statewide In-Service training program. Oversees all In-Service training, maintains best practices and keeps training current.
  • Monitors the quality of In-Service instruction (quality control) to ensure compliance with COMAR and DPSCS requirements. Oversees development of certified courses of instruction and ensures certification coordination with MPCTC.
  • Coordinates with other Statewide Training Managers for to ensure In-Service program is properly aligned with other training units.
  • Assist in the selection, training and continued development of In-Service training staff to ensure they are properly trained and continue meeting the goals of DPSCS. Coordinates with training staff as needed to ensure training is conducted.
  • Reviews, updates and promulgates policies related to the training, implementation and delivery of the In-Service program.
  • Performs other duties as necessary.
  • Travel: Candidate will be expected to travel across the state in order to provide oversight and training within five regional training units and Department Headquarters.

Minimum Qualifications

Education: High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: Two years of experience supervising the work of Correctional Officers in the custody and security of incarcerated individuals.

  • The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209.
  • Candidates may substitute additional education at an accredited college or university may be substituted at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.
  • Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of incarcerated individuals for the required experience. Qualifying experience must be in a classification where the salary is comparable to Correctional Officer Lieutenant.
  • Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work equivalent to a Correctional Officer Lieutenant on a year-for-year basis for the required experience.

Special Requirements

  • Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period, (Correctional Services Article, Section 8-209). Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship or Resident Alien status

Must be at least 21 years of age

A completed background investigation

Oral interview

Physical examination.

  • Employees in this classification hired or reinstated on or after July 1, 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.
  • Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
