Byelaws Compliance Officer, Scottish Water, GB

Job Description

Together we are Trusted to Serve Scotland.

It’s not every job where you make a difference for the people of Scotland. But it’s what’s behind every job here. Our work keeps Scotland’s water flowing, from reservoir to tap – and from sewer to treatment plant.

Do your bit by joining our Water Byelaws Team as a Byelaws Compliance Officer in the Dumfries area.

What you’ll do

You’ll be responsible to enforce The Water Supply (Water Fittings) (Scotland) Byelaws 2014 which prevent waste, misuse, undue consumption and contamination of the water supply.  This helps to protect water quality by ensuring customers’ plumbing systems comply with the Water Byelaws.

You’ll be working closely with our scheduling team to plan efficient routes and manage your diary so you can carry out inspections at sites that present the highest risk to our network. You’ll support investigations into suspected contamination incidents and make informed decisions by agreeing on timescales and corrective actions where needed. You’ll issue non-compliance reports and follow up to ensure that any contraventions are properly resolved.

You’ll also play a key part in helping the Water Byelaws Team meet performance targets and deadlines, while contributing to both individual and team success. Building strong relationships will be a big part of your day-to-day work — not just within your own team and across Scottish Water, but also with external stakeholders and customers. This will help ensure everyone understands what’s required to stay compliant with Water Byelaws.

Finally, you’ll be responsible for accurately recording evidence and preparing reports that may be used to support legal proceedings if non-compliance is taken further.

What you’ll bring

You’ll have a basic understanding of water services and be competent in the use of Microsoft packages (Word, Excel and Outlook).

Be able to demonstrate good written and oral communication skills and experience with ensuring quality of data input.

Some Desirable skills/knowledge but don’t worry if you don't have:

  • Knowledge of the Water Supply (Water Fittings) (Scotland) Byelaws 2014
  • Knowledge of Water (Scotland) Act (1980) specific to Water Byelaws
  • Previous plumbing experience or relevant plumbing qualification
  • Understanding of the construction industry
  • Ability to read technical plumbing schematics
  • Knowledge and practical experience of risk assessment procedures
  • Knowledge of one or more of the corporate systems e.g. Dynamics

Again don’t worry if you do not have these, you can expect to receive excellent training and support to enable you to competently carry out this role.

Looking out for you

While the work we do is important, we know it’s not the only thing that matters. That’s why we make sure you have everything you need to find a good work-life balance.

You’ll get plenty of time to recharge with 38 days of holiday every year (including public holidays). And you can even buy up to five more if you need a little extra time. You can also take time off to volunteer in your community.

When it comes to major life events we have family-friendly policies around adoption, maternity, and parental leave. And for the everyday? We embrace flexible working.

For your future, there’s our pension (the ‘know-what-you’ll-get-when-you-retire’ kind), and life assurance.

As for some nice extras? You can expect an annual company bonus. Not to mention access to SW Splash – handy rewards that can save you money on holidays, bills, and shopping.

The not-so-small print

This role will be a Grade 5. If you’re new to Scottish Water, you’ll join us on a starting salary of £32,650. Performance-driven pay progression would then allow you to move through the range to a maximum of £38,610.

Job offers at Scottish Water are conditional, and will be confirmed on completion of our pre-employment screening, e.g. referencing, criminal record checks, license checks, etc. These checks are conducted on our behalf by a third party. Don’t worry - we’ll ask your permission before starting these checks.

If you’re interested in this role – or know someone else who might be - we’ll be accepting applications until the 15th of October 2025 at midnight.

A few final things worth knowing…

Research shows that some people avoid applying for jobs unless they can meet every single criteria. If you’re interested in this job, but don’t tick all the boxes, apply anyway! We hardly ever hire people who can do every part of a job from Day One. Everyone has a learning curve. So don’t rule yourself out!

Let us know if there are any changes we can make to our recruitment process to help you perform at your best. Lots of our people have disabilities or neurodiverse conditions (including some of our recruiters!). We're also aware that some people might be experiencing temporary challenges because of life events, like menopause. We’re very used to making adjustments, so please don’t be afraid to ask.

As part of our commitment to developing a flourishing Scotland, it’s important that all our employees are Scottish taxpayers. If you join us, your home address will need to be in Scotland. If you don’t already live here, you'll need to commit to moving here within your first three months.

Finally (finally!), candidates who haven’t submitted an application in the last 12 months will have their records removed from our recruitment database. You won’t need to do anything. Your data will be automatically deleted.
